Annual Unit Rechartering
The BSA issues charters to community organizations to enable them to use the Scouting program under their own leadership as a service to their children, youth, and families. Re-chartering is the process of renewing the charter agreement between the BSA and the organization, and renewing the registration of youth and adult members. Every unit must recharter annually.
Rechartering on time is critical. It is required for units to continue registration without interruption. It is required to ensure Scouts are registered, critical for receiving rank advancement and other awards, and for insurance coverage.
The Boy Scouts of America offers an online charter renewal process for units. Listed below are several resources to assist with a smooth and improved charter recharter renewal process. All units currently registered with the BSA need to complete this process on a yearly basis.

Note that the same login ID and PW is required to access IR 2.0 as for Internet Advancement and my.scouting. No additional access codes are required. Units and commissioners can track their progress by reviewing the council dashboard on Commissioner Tools in the lower right corner.
Please make sure that all your adult leader's are current on Youth Protection Training before starting your re-charter.

Please do not pay online for your re-charter. Select "Pay at Council." Make your re-charter payment through the Council Service Center.
Anything not uploaded should be sent or dropped off at the Arbuckle Area Council Service Center or can be emailed to kristin.baker@scouting.org

After Completing Online Re-charter
After you are done with your online re-charter, an "Adobe Sign" email from adobesign@adobesign.com will be sent to the Key 3 of your unit (Cubmaster/Scoutmaster/or Advisor, Committee Chair, & Charter Representative) for final approval and submission.
Only one individual must sign it. Please make sure that all 3 are in agreement and have seen the completed roster before approving and submitting.
The following items should be submitted to the Council Service Center:
- The printed final renewal roster. (Key 3 receive an email from adobesign@adobesign.com) with a link after the charter is approved. In the middle of the email is a blue box with the word "Open Agreement."
- The Annual Charter Agreement
- Journey to Excellence form
- Any additional youth or adult forms, and background forms that were not uploaded.
- Payment
2024 Full year membership fees current as of Jan. 9, 2024 (Membership fee change coming March 1, 2024)

- $80 youth renewal fee
- $25 new member join fee
- $15 Scout Life magazine fee (optional)
- $60 adult renewal fee
- $100 unit charter liability insurance fee
